Obtaining a building permit and approval is not as easy as one would think. This challenge often results from lack of clear and concise communication between the Owner seeking a permit and the government entity. Frustration builds and an Owner walks away with a list of issues that seem impossible to resolve. After 18 years working within the City of Spokane’s infrastructure, Tom has an inside edge. His understanding of processes and procedures and his unique perspective as the previous City Engineer, is invaluable to his clients at Coffman.
With a background rich in both the public and private sector, Tom is able to move through this process smoothly, enabling his client’s success. One project in particular that represents this well was the $200M Spokane County Wastewater Reclamation Facility (SCWRF). At the initial stages of site mobilization for construction, Tom successfully designed, submitted, and obtained permits and approval for the installation of major domestic/fire on-site water and wastewater utilities to serve the temporary construction trailers and ultimately the entire facility. This work was completed in three days allowing Spokane County and the contractor to initiate construction without delays. Tom's deep understanding of the municipal process and relationship based approach to permitting helped his client move forward with construction and in turn, created a successful project.
